The City of Delta has an in-depth process for reviewing rezoning and development permit applications. The applications are reviewed at several levels from various city departments and the City Council.

How to Apply for a Rezoning or Development Permit in Delta
Step 1: Attend a Pre-Application Meeting with the City of Delta
The first step in getting a land use and development permit from the City of Delta is to conduct a pre-application meeting of your project with city planning staff. During this review, you will review the details of your application and ensure adherence to permit guidelines and necessary documentation for your application. Be sure to provide as much information as possible and invite any project consultants.
Step 2: Prepare and Submit Your Land Use or Development Permit Application
When filling out the application, ensure that all guidelines and suggestions from the pre-application meeting have been addressed in order to reduce processing time and improve your application’s chance of approval.
Rezoning and Development Permit Applications are available at Delta City Hall in the Application Centre, or online here. You can submit permit applications to Delta Community Planning & Development at cpd@delta.ca or at the City Hall.
Step 3: Review of Your Land Use or Development Permit Application
The City of Delta assigns a planner to review each application in detail. The application will be forwarded to appropriate City departments and outside agencies for comments. These groups may require additional documentation or materials on your proposed project and will be requested if necessary. The public is also involved in the review process, as they are directly affected by the neighbouring building operations. Most of the time, all neighbouring businesses and landowners are informed about the proposed project as well as nearby community members and groups and their feedback is taken into account in the decision process.
Step 4: Requirement of Permit Application Signs
At this point, the City will request for the applicant to install one or more land use or development application signs on their property that notifies other landowners and community members of your plans, and that an application has been submitted.
The City will send the applicant a letter to outline how many signs are required and also the exact text which should be included on the development application sign(s). This process often means dealing with the hassles of approval, dealing with sign shops, and the annoyance of building frames to display your signs properly.

Step 5: Receipt of the Preliminary Development Requirements Letter
After the comprehensive review by city staff, outside agencies and the public, the review of the proposal will be completed. The review will indicate your project’s compliance with community policy, guidelines, urban design and other requirements. Needed changes to the proposed development are noted in this letter. You are required to revise your application and documents to reflect adherence to the needed changes and resubmit your application.
Step 6: Public Readings and Land Use or Development Approval
Most of the time a Public Information Meeting is required for developments, addressing any public concerns. You are required to attend this meeting with your project consultants.
Following this meeting, the City of Delta hosts up to three readings and a Public Hearing with the Council for consideration. Any comments raised from Council or the public must be addressed during these sessions. After the 3rd reading, you are required to complete all requirements outlined in the 3rd reading letter.
After all readings and considerations are complete, the Mayor and City Clerk will sign off on the development application. Any remaining requirements and adherence to regulations resulting in changes to the application must be updated before you receive a permit.
If you have completed the rezoning process, a development sign will be required.
