Rezoning by-laws in Richmond Hill are required to conform with their Official Plan which dictates the detailed requirements for how the land can be used and what can be built on it. By following the Zoning Index Maps, you are able to identify the zoning category for what is applicable to your request. It is possible for your to apply for relief from the Zoning By-law through a Zoning By-law Amendment, but it will only be considered if the changes conform with the City of Richmond Hill’s Official Plan.
Application for rezoning in Richmond Hill is a multi-step process. We’ve listed the steps you need to take to get your project going, and explain how and when Simple Sign can help facilitate this process for you.
How to Apply for a Rezoning Permit in Vaughan
Step 1: Presentation of Rezoning Proposal
In order to begin the rezoning application process, a preliminary discussion with City staff regarding the changes to the property is required. During this discussion, a high-level outline of the changes to the area will be discussed. If the City staff deem the project to require a formal application submission, you will be required to attend a pre-submission meeting.
Step 2: Attend a Pre-Submission Meeting
A pre-submission meeting is held with the Development Planning Staff. After this meeting, the Development Planning Section will issue a Submission Requirements letter. You will then need to complete and submit the Consolidated Development Application Form and send it to the Development Planning Section, and respond to the Richmond Hill’s Submission Requirement letter.
Step 3: Review of Application by City Departments
Once all the required documents are collected, the application is considered complete, and will be reviewed by relevant City departments and applicable external agencies. A statutory Council Public Meeting is held to review the application and receive comments from the Council and public.
Step 4: Install Rezoning Signage
At this point, the City will request for the applicant to install one or more rezoning application signs on their property that notifies other landowners and community members of your plans, and that an application has been submitted.
The City will send the applicant a letter to outline how many signs are required and also the exact text which should be included on the rezoning application sign(s). This process often means dealing with the hassles approval, dealing with sign shops and the annoyance of building frames to display your signs properly.
The team at Simple Sign can use this letter from the city planner to create the graphic design for the sign and install the rezoning application sign quickly and at a competitive price point.
Simple Sign is also able to proof any rezoning sign information to ensure it meets requirements and submit sign information directly to the City for approval.
We guarantee the installation of rezoning signs within 3 business days, removing the burden of handling signage design and installation from your busy schedule.
Step 5: Recommendation Report Review
A recommendation report is written by the Development Planning Section for the Committee of the Whole in which the Council will decide if they approve, deny or defer the application. If the application is approved, the Development Planning Section prepares a draft Zoning By-law Amendment for the Council to consider. If the application is denied or referred back to the staff, an appeal or referral to the Local Planning Appeal Tribunal can be made.
Step 6: Issuance of Rezoning Permit and Development Application
The Zoning By-law is then approved at a Council Meeting, and a Notice of Approval will be published in the newspaper which launches the 20-day appeal period. If there are no appeals during the 20-day period, the Zoning By-law is final and binding.
Following the approval of your Rezoning Application, you are eligible to apply for a development permit. Check out Simple Sign’s Guide on Applying for a Development Permit in Richmond Hill to learn more about proceeding with your project.
