Step 1: Presentation of Rezoning Proposal

In order to begin the rezoning application process, a preliminary discussion with City staff regarding the changes to the property is required. During this discussion, a high-level outline of the changes to the area will be discussed. If the City staff deem the project to require a formal application submission, you will be required to attend a pre-submission meeting.

Step 2: Attend a Pre-Submission Meeting

A pre-submission meeting is held with the Development Planning Staff. After this meeting, the Development Planning Section will issue a Submission Requirements letter. You will then need to complete and submit the Consolidated Development Application Form and send it to the Development Planning Section, and respond to the Richmond Hill’s Submission Requirement letter.

Step 3: Review of Application by City Departments

Once all the required documents are collected, the application is considered complete, and will be reviewed by relevant City departments and applicable external agencies. A statutory Council Public Meeting is held to review the application and receive comments from the Council and public.

Step 5: Recommendation Report Review

A recommendation report is written by the Development Planning Section for the Committee of the Whole in which the Council will decide if they approve, deny or defer the application. If the application is approved, the Development Planning Section prepares a draft Zoning By-law Amendment for the Council to consider. If the application is denied or referred back to the staff, an appeal or referral to the Local Planning Appeal Tribunal can be made.

Step 6: Issuance of Rezoning Permit and Development Application

The Zoning By-law is then approved at a Council Meeting, and a Notice of Approval will be published in the newspaper which launches the 20-day appeal period. If there are no appeals during the 20-day period, the Zoning By-law is final and binding.
